What Judges Need to Know: The Interstate Compact for Juveniles (ICJ) and How it Relates to Human Trafficking and Immigration (PowerPoint)

Session Description

This peer-to-peer session will equip judges with a practical understanding of how the Interstate Compact for Juveniles (ICJ) functions and when it applies in cases involving vulnerable youth. Participants will learn the key differences in purpose and scope between ICJ and the Interstate Compact on the Placement of Children (ICPC), as well as when collaboration between the two is required. The session will also examine how compact processes affect trafficked children and immigrant youth, highlighting common jurisdictional challenges, timelines, and judicial decision points. Emphasis is placed on how courts can support safe, lawful outcomes for these vulnerable youth.
