DHS Council on Combating Violence Against Women Instruction 002-02-001 (March 15, 2013) [pdf]

This Instruction describes the scope, responsibilities, composition, membership, and operating instructions for the DHS Council on Violence Against Women. It’s responsibilities include implementation of VAWA and TVPA and assisting with VAWA confidentiality protections across DHS.
