USCIS Adjudicator’s Field Manuel Chapter 25 Petitions for Removal of Conditions on Conditional Residence (September 22, 2009) [pdf]
This manual details how Congress amended the Marriage Fraud Act in 1990 and provided a means for battered spouses to escape their abusive spouses. This was a result of the original Immigration Marriage Fraud Amendments, which imposed a two-year marriage requirement before being able to obtain lawful status. As a result, several battered spouses and children were trapped in abusive relationships in order to avoid removal.
