ICE Memorandum: Detention Policy Where an Immigration Judge Has Granted Asylum and ICE Has Appealed (Feb. 9, 2004) [pdf]
This memorandum reiterated that ICE favors release in general for immigrants granted protections by immigration judges. It also instructs that bond should be reviewed after granting asylum for the asylee to be released in accordance with ICE policies. Arriving immigrants should be considered for parole.
